ExeTuner source for TVE3 (1 Viewer)

This plugin allows you to change channels using an EXE or CMD/BAT. A separate command can be set for each of your TV cards.

I whipped this up a few weeks ago, but never got around to fully testing this. So I hope I can leave that up to the community

If any problems are found, do report them, I'll try to fix things ASAP. And improvement suggestions are also welcome of course
