thx for pointing me in the right direction!
Steps to reproduce the issue:

Set trakt password on client 1 in mp config
start mp with user 1 -> trakt ok
exit mp
start mp with user 1 again -> trakt working again
log off user 1
log on user 2
start mp with user 2 -> "You havent set blabla" message and trakt not working.
Here is the log from the plugin start from user 2 where trakt is not working:

I have looked into the Mediaportal.xml after user 2 has started and closed mp and there is the encrypted password.
Seems you are right, user 2 cant dexrypt the password.

Would be nice if you find the issue.
