so you need to upgrade the fan and use the silentest fan

right i have no idea . because the case is not there and i dont know what is your SPL Meter .

but i suggest you to replace the old fans + stock cpu fan.
they are so noisy and you can get better results.

You probably do not understand me. I have no problem with noise. All my HTPC completely noiseless.
