HDTV over cable clarification (1 Viewer)

So, I was under the impression that if you were interested in doing hdtv in the US, you had to do it ATSC because hdtv over cable is encrypted.

However, I am now confused because I only have basic cable, no cable card in my phillips plasma and it is picking up lots of hdtv channels when I set it to autoprogram for cable. When I autoprogram for antenna I get next to zero channels. I know they are indeed HD because they are showing up as 4-1, 4-2 etc and the quality is great.

I'm guessing these channels are being delivered over cable by comcast and they must not be encrypted (no cable card), so can a HDTV pci tuner pick these up in adition to the normal NTSC channels?
