Horizonal Flicker (1 Viewer)

I've noticed recently that I'm getting a horizonal flicker across my screen in the center approx. Its doesn't do it when there is not moving graphics ie. Movie playing. Only when either video is playing or even on the mail menu on MP when the cursor is moved around.

I'm kinda lost as to what it could be? Is anything like ffdshow used to display MP to the screen? Only other thing I can think of is my video card is dying?
