that is was i the last time do ,speaking with the tv card manufacturs and handel cards, driver and apis for some of the dev s frodo and morpheus as example

Yes, you can! I just did a donation from Germany.

You donate via Paypal, but you don't need a Paypal account. When you select Germany from the country list in the payment details windows, you will have the option to donate via Visa, Mastercard or standard bank account. Choose the last option.
