IR Transmit in Vista (1 Viewer)

I have been trying to update the old MceIr C++ source code to simply get a service to forward the device ir codes to EventGhost (to avoid UAC issues on Vista/Win7). I've got the receive part working, but not transmit. It seems like the C++ code only does transmit for XP, not Vista. I was trying to see if the IRSS code showed how to transmit on Vista, but I can only find the installer, not the source code (I understand it's in C#, not C++. That's fine with me.) Can anyone point me in the right direction?
