When you say turn on, do you mean from complete Power down or Standby\Hibernate.Most will do standby\hibernate from within windows environment, a few will do this from a complete power off condition if the hardware supports this (could be motherboard remote receiver or actually a TV card which have this ability, wired directly to the pc power button).
