I tried this with a DVR-MS file on my MP 1.18f system. All forms of skip and fast wind work OK:

step forward, small step forward, big step forward
step backward, small step backward, big step backward
fast forward: 2x, 4x, 8x, 16x, 32x
fast rewind: 2x, 4x, 8x, 16x, 32x

The only unusual aspect is that fast-forward/fast-rewind take about 4 seconds to start winding after pressing the button on the remote (TS files start winding almost immediately).
