It creates a thumbnail for each video, but each image is 0 bytes in size and has _s.jpg on the end. Oddly though "new" videos that are added are thumbnailed normally. Out of around 50 folders only 3, and always the same 3, show this behaviour, along with some apparently random individual files. Actually I think I may have found a clue now , viewing VideoDatabaseV5.db3 in SQLlit database browser and table VideoThumbBList, every video item in this table has the thumbnail problem.
