One channel audio problem (1 Viewer)

I have one TV channel that I have had audio problems with since I first started using MP indeed since I first started using my Hauppage card.
When you switch to this channel it starts out at normal volume, then it seems to "correct" and the audio pattern/feel changes. It goes from a full sound to tinny with no bass. Voices can be incredibly hard to hear. Football games are impossible to hear the sportscasters. It's like the crowd, football players and sportscasters are all heaped into one pile and you can't distinguish anything. However the situation changes entirely at commercial breaks where the sound gets much louder. The quality of sound at commercial is still not great, but you can hear things. I think this is just because they blast commercials at louder volume.
Another symptom. When watching shows on this channel, off-camera voices come in perfectly. It's when they come "into view" that they change. So it's like the background sounds have been switched with the foreground sound. It happens with cartoons and any other show where they have background and foreground sounds.
I cannot figure this out. I've used ffdshow, to no effect. I've used SAF, to no effect. I've played around with the boost settings under MPAudio in the config to no effect.
It's only this one channel.
Finally, here's the kicker: if the cable input goes directly to the TV (no HTPC), the sound is fine on all channels including this one.
So I'm totally stumped. Any ideas?

When I had ffdshow I was using libvacodec to no avail. I also tried AC3 filter, and nothing changed.
I still don't understand why only one TV channel is doing this? If it were the codec wouldn't every channel or at least more than one be affected?

Aren't there any people who are knowledgeable about how sound is processed that might at least point me in the right direction?
I really DON'T THINK it's a codec issue for several reasons:
I've used ffdshow
I've used SAF
I've installed MP twice when switching between codec "packs"
I've tried AC3 filter
And each time the problem is identical.
Any help, I really mean it, anything, even if it's "You need to get a book on how cable channels work", any tip that would send me down the right path, I'll take it.
