Player seek by 1 frame, how? (1 Viewer)

I'm working on my full screen video editor, I would like to know how can I know framerate of currently played video?

Is there a possiblity for player seek using HH : MM : SS . FF ?
Can I get current position in HH : MM : SS . FF ?

I have looked through source and I haven't been able to find anything except player seek and position in seconds as double.

Is there a way to extract more information about video e.g.
Format, Framerate, Codecs, Audio tracks etc ...
