what you set in brackets is in fact the problem. nearly all (new) plugins are set up for version 0.2 RC4 some even only for newer snapshots. If you want to have the newest version (and the version most near to 0.2 final) you should install the RC4 release and then the newest SVN. for the last part follow the introductions on the SVN download page (linked from mainpage).with RC4 you should be able to use the newer pluginsedit: not only because of the plugins you should use the RC4, LOADS f things changed since 1.3 and there are very less people sticking with 1.3 for some reason.
