So hier meine Lösung des Problems. Die Ursache war ein Installationsabbruch, auch eine Altinstallation von MS SQL könnte das gleiche Problem ergeben.

Einfach in der Systemsteuerung/Software die bereits installierten Komponenten von MS SQL entfernen. Bei mir waren da noch SQL Client und VWRITE(o.s.ä.).

Nachdem ich alle Komponenten entfernt habe, lief es dann auch.
