According to the previous log files that you posted:

Something doesn't seem right there because NTSC is usually 720x480 and 29.97 fps. The screenshot in the first post even looks like a 720x576 frame containing 720x480 video. Please try again:
Open TV Server configuration.
Go to the settings for the tuner.
Set video standard to NTSC_M.
Set frame rate to 29.97.
Set frame size to "720x480 NTSC ITU-601 D1 (recommended)".
Go to the "manual control" section.
Click "stop service"... then "start service".
Try to view the channel in MediaPortal again.
Steps 6 and 7 are really important.
If the above settings don't work then please post new log files from the TV server.
