Problems with tv-card (1 Viewer)

Hello,
I can not get my tv-card to work with Media Portal. When I am going to search for the channels nothing is found.

Ive got this tv-card:

Also when I am adding the tv-card in setup, I get an message saying: "Unable to create graph for this device!!!".
Could this be the reason? If so why do I get this message?

Not sure which exact card you've got but have a look at this:

You're probably missing a supported MPEG2 encoder.

But there is only for wintv pvr. I have wintv pci.

You still must have that encoder installed.

The encoder in not possible to install.
I get this error message:
Your wintv model type can not be determined, or appear sto be unsupported.
Please make sure your unit has the drivers installed, and is physically plugged in (If USB)
