Raspberry Pi has mpeg-2 hardware decoding available:

Also, has VC-1 hardware decoding:

XBMC PVR has been merged into the mainline and RASBMC has PVR builds available:

http://www.raspbmc.com/

And PVR is also available on the Open Elec builds:

http://openelec.tv/component/k2/item/250-project-update-pvr-and-raspberry-pi-support-and-important-changes

I am currently using a Pi as an XBMC frontend with PVR via MP Plugin and it works great.
