I am building an htpc with a mini ITX moboo with no pci slot.. so i need a pci-express or usb tv tuner card with composite or s-video input as i will use only the composite and s-video input for recording. one less than $30 would be nice and that works well and stable(no crash) with tv server

No, there is no list. There are too many compatible tuners to list them all individually. We list the "compatibility rules" and tuners with special features (CI/CAM, DiSEqC etc.) that we support here:

Sorry, I don't recommend cheap analog tuners which require software encoders. As you already found out, they can be difficult to get working correctly. That is why we don't provide support:
Please be aware that TV-Server does not officially support analog tuners that do not have hardware encoders due to the problems with driver setup, acquiring encoders, encoder compatibility etc. Your tuner might work, but there is no guarantee.

the problem is that most cards do not advertise whether they have hardware encoding or not....
If you look on the manufacturer's website then it usually does.
    Example:
    Hauppauge HVR-850
    http://www.hauppauge.com/site/products/data_hvr850.html
Record analog TV shows to your PC's hard disk using our SoftPVR™ MPEG-2 encoder.

    Hauppauge HVR-1250
    http://www.hauppauge.com/site/products/data_hvr1250.html
Analog TV recordings typically consume 1.5GB of disk space per hour using Hauppauge’s SoftPVR for Windows XP and Media Center.

    Hauppauge HVR-1600
    http://www.hauppauge.com/site/products/data_hvr1600.html
The WinTV-HVR-1600 has a built-in hardware MPEG-2 encoder, so your PC continues to run at full speed while recording analog cable TV.

ex. if i type hardware encoder tv card on ebay... it gives 0 results
In general most cards that are ~$30 are going to have software encoders. If you want a cheap second hand card with hardware encoding then I think you'd be far better off looking at manufactuers' websites, finding some models that you like, and then searching for the cheapest deals for those models. Yes, it is more time and more work. Your choice as to whether you do it or not.

Sorry, I am not able to answer this question.
I can't find the model on Hauppauge's website, but it looks like it doesn't have a tuner. Therefore I think it is not compatible... but I can't be sure.
In general, if I say "yes" and then it doesn't work, I will get the blame... so I don't answer these questions unless I am sure of the answer.

I am going to get a pci card the hauppauge wintv pvr-150; this one works fine right? I am having too much trouble with all my other cards. And now i need to get a micro ATX mobo as no miniITX mobo has pci slots, only pci-express.
