Although the Media Portal docs are unsure I can Highly recommend The Pinnacle 310i DVB tuner card;

This is my story;
I used to have two windows media centre pcs, one in my living room and one in the bedroom they both played up, crashing, being slow and what not.
I decided to move th bed room one on to MP. And all went well spec as follows:

AMD sempron 3000+
512mb Geil Ram
Asus motherboard
2 x 250 maxtor HDDs
Ati Radeon 9600 256mb Video card
Compro t-300
Windows xp PRO & Media portal

This pc ran fine and was a huge improvement on the WMCE set up, so I decided to change the living room one;

MSI motherboard
Intel P4 2.6 GHz
512 Geil Ram
1 X 250 seagate HDD
Nvidia 128mb video card
1 x Hauppauge hvr 1300
1 x Pinnacle 310i
Windows MCE + MP

When i first started using MP on the lounge pc the tv was all over the shop it would record on one channel and never turn off, it would say no signal on one channel then start playing a different channel, so i decided to scrap the cheap pinnacle 310i, and using just the hauppauge card was fine for two days.

Any way to cut a long story short I swaped the hauppage and the Pinnacle cards installed the latest svn 2.0.0.0 / as it says when loading 2.0.1.0
The result is amazing, almost instant channel changes first rate picture quality, all from a £40 tv card!!
