In the past I've been able to click on the decoders in graphstudio and see the properties for them, showing if they're using DXVA or not, but now it just brings up pages of technical data. If I play recorded TS files in MPC-HC, the properties for Cyberlink decoder show DXVA but it's still using around 30% CPU.
