STB USB-UIRT pulling my hair out (1 Viewer)

I can't for the life of me get Mediaportal to change channels on an STB - I've read hundreds of posts and websites and nothing is working for me..Can anyone offer any help I really dig Mediaportal but if I can't get it to change channels on an external cable box it's sorta useless to me. I'm really frustrated at this point.

My Setup:
Win XP SP3 amd Athlon X2 6gb ram
Hauppauge HVR-1600
USB-UIRT
Mediaportal 1.0.2
IR Server Suite 1.4.2

I set up the TV3 plugin options, I was able to program remote codes in and all that, the USB-UIRT is working. But I just can't figure out how to get Mediaportal to keep the tunercard on Channel 3 and output the channel change commands through the USB-UIRT. I'm sick of searching and reading and finding nothing that helps so I figured I'd post here and hope for the best.

Should also note - many sites talk about adding channels and going to the EXTERNAL tab to mark it as an external channel - except this does not exist in my mediaportal. I have Web-stream instead. I'm guessing this is difference in Versions, but how do I set a channel as external in 1.0.2?
