Tuner Priority in TV-Server (1 Viewer)

Ok, I'm running 3 Tuners in my machine, well it's 2 physical tuners, but my Hauppage PVR500MCE is a dual-tuner card. All tuners are connected to the same cable line and have the same channels mapped to them, therefore making them all identical in availability for all channels I get. So, I want to make sure that my 2 tuners that are the Hauppage get used before moving to the HP USB tuner I have. So, does a priority value of 1 mean that it will be the first card the server uses? Or does a priority of 3 (in my case) denote that it will be the first tuner used? Thanks in andvance for the enlightenment I will get on this issue.

noone knows what the priority numbers mean in terms of which one get used first. It looks like it might be the highest priority number is used first, but I have not adjusted the card priority on my machine to test this out.

If i remember correct the one @ bottom it's used first
