Something has happened! :) As my mainboard uses a Realtek chipset for network I often checked their homepage for new Drivers the last months. So I did yesterday and found a new driver published on 2016/12/27 (3 days before). I installed the new driver and now the situation really got better. The delay of 30 seconds didn't happen this morning. But always if I resume the PC and immediately start TV the connection dialog appears telling me that the connection to the TV server was lost. If I retry then it works. And if I wait about 5 seconds after resume and start TV everything works. Is there a setting for the TV server connection to retry a certain amount of times before showing the connection dialog?
