Hmm, I should have asked what kind of tuner as well (I think I know what the problem might be).
Your TV Server logs would be helpful...

XP: C:\Documents and Settings\All Users\Application Data\Team MediaPortal\MediaPortal TV Server\log
Vista/7: C:\ProgramData\Team MediaPortal\MediaPortal TV Server\log

The tv.log would be enough.

Ah, so the issue is with analog channels. My idea is out the window...

Your logs don't show 4tr checking available cards like MediaPortal does. I don't use 4tr. I have run a quick test on one of my four analog (hybrid) tuners and it seems to be able to share with multiple clients so I am guessing the issue is with 4tr's tuner allocation/scheduling.
