TV Server connection on MP startup + additional tweak

And from other computer I can start streaming rapidly (within a 1-2 secs) nonlocked cards/channels using gemx's tvclient which again overrules the theory about tuner already locked to frequency taking all that time. The delay is not really that bad anymore, just like 5 secs so it's not big issue. But it comes more annoying as when combined with that other issue I told.
