How can view the Tv guide without TV starting?

Yes I know but that is a workaround.

Use MyKeys plugin, it will allow you to view the Guide from anywhere, without the TV operating. g on the keyboard will do this once you have enabled MyKeys, if you use a remote you will probly have to configure a key.
