TV Tuner Card Troubles (1 Viewer)

I just got a brand new dell computer (E510) with media center. It has a Pentium D 3.2 GHz, 3 Gigs of RAM, 256MB PCI Express x16 (DVI/VGA/TV-out) ATI Radeon X600 SE HyperMemory, and an ATI Angel LP Single TV Tuner. I wanted the TV Tuner card to transfer VHS to DVD. When I connect the VHS player to the TV Tuner card it works if it is just displaying the blue screen. As soon as I push play on the VCR it goes to static. WHY! I have been talking to Dell about this for a week and they came and replaced the card, and it still does the same thing. Why would it be giving me static from the VHS player? I thought it could be the encoding, and I played with NTSC, PAL, and SeCam. I also have used S-Video, Cable, and Composite as input, but they all give the same result. Further, I have used Nero, Pinnacle Studio 10, Roxio, Windows Media Center, and Adobe Premier (tryout version) to try and capture. Both Pinnacle and Adobe Premier have the decription ability (or they at least have a button that says "VCR Input"). So what do I do from here?!?!

    Borrow another VCR just to confirm not a problem there.
    Could also be a DRM issue (MS fault).
    Had the old pinnacle studio deluxe which came with a video card for connecting phono leads and never had a problem there, but i know i tried copying some Film Videos and drm kicked in then and stopped me recording.

    I am sure it isn't the VCR because I also hooked up the DVD player and both of them gave the same response. Further, the VCR player gives a perfect signal when it is hooked up to the TV.

    If it's a problem with DRM, how do I get around it?

    What has this thread got to do with MediaPortal installation? Is MediaPortal involved anywhere... :?
