As this obviously isn't being looked at, I made one myself.
Basically calls an external program (in my case a powershell script) that sends the channel number as an argument.
The powershell script sends TCP commands to winlirc and also checks winlirc is running and can connect to the IR blaster. Works flawlessly.
I'm curious how you got the script to work, because I'm in exactly the same situation. Looking at using a pair of Colossus cards with a UIRT to change the channel on my satellite STBs. Its working fine in 1.x but I want to check out 2 and can't do so until I get IR Blasting to work. Passing commands through to lirc seems simple enough to me, I'm just not exactly sure where you configure a channel change command (or I'm probably overlooking something really obvious.)
