So I do not really CAM. Without CAM free station once without problems. Even it acts very quickly. Switching channels 1-2 sec. S CAM 5 to 6 If we succeed.

That is a CI+ CAM. It can't work in a CI (not+) slot. No wonder you have problems...
To be clear: that CAM will never work with the 3650.
There are no PC tuners with CI+ slots. My understanding is that the only "CI+" CAMs that might work for those channels are CAMs like MAXCAM, Delta and Unicam.
