Video always Stutters when played on extended desktop or 2nd monitor

The way it set up now, Media Portal opens on the secondary monitor (Samsung) to play movies while I'm on the net or doing work on the computer. There is <u>always</u> judder, stutter or whatever you want to call it. There is no smooth play back <u>unless</u> I set the Samsung as the Primary monitor. Same goes if I choose to play video on my smaller main monitor. It is smooth playback. As long as it is played on the primary monitor it is fine. I am not sure how i can fix this issue. I just upgraded the video card thinking this would solve it but obviously not lol. I have enabled Dynamic refresh rate in MP configuration as well but it doesn't seem to matter.
