what happened to the ediiting toolbar? (1 Viewer)

What happened to the toolbar for formatting text in message posts like making things bold, add links, etc? The only thing I see now is the smilies. How do I add a screenshot within the post, not just as an attachment?

Go to "User CP", select "Edit Options" and scroll right to the bottom and select "Standard Editor"...
