Black bars is black areas in video when your broadcaster provides 16:9 material in 4:3 frames. In this case black bars are parts of frames and we should detect for it if we want to see full screen 16:9

Yes you would loose some parts.
In the configuration tab advanced view mode you can set all existing view modes for each "rule".
4:3 within 16:9 is 16:9 with side bars.
But honestly the shipped settings should work with the German broadcastings.

Usually 16:9 embedded in 4:3 hast single black bars on top and bottom and this can handled by IFC.
View Mode is 4:3(Letterbox) and should set to Stretch.
