0002125: Finish the priorities feature in TV-Server for scheduled recordings (2 Viewers)

In MediaPortal we allready have the "priorities" section implemented. but for some reason, noone added the required logic to the TV-Server.
and because of this, we have a not working priorities section in MyTV.
