0002864: TeVii issues with graph building and very long tuning using diseqc (2 Viewers)

1. TeVii cards are using a single filter graph; The existing workaround for capture filter detection is extended to TeVii
2. Diseqc is very slow under certain card / os versions. TeVii API supports a custom tune method, which is solves the slow tuning issue.
