0003238: introduce version check for plugins (2 Viewers)

With 1.2.0 B we require that "all" extentions/plugins get updated to be compatible with 1.2.0.

To ensure that MediaPortal won't use an incompatible plugin, we need an version check. Simmilar to what we have for skins allready, but a bit more sophisticated.

Details have to be discussed.
