0003618: Tuning details sometimes cannot be changed through the TV/radio channel tuni (1 Viewer)

Tuning details sometimes cannot be changed through the TV Server configuration TV/radio channel tuning detail editor. In particular:
- DVB-C tuning details cannot be changed at all (save validation fails)
- tuning details cannot be saved when the network ID is 0. Tuning details with such a network ID are relatively common among DVB-IP channels
