0003737: Video frame size change on TV channel change fails with some decode filters (1 Viewer)

If the new TV channel has a different video frame size to the old one, but the video type is the same a graph rebuild is not triggered. Some decode filters can handle this, others can't. The mod fixes this by detecting the size change and triggering a partial graph rebuild.
