0003780: TsWriter passes incomplete PMT to managed TV Server code (1 Viewer)

TsWriter does not pass the last 3 PMT bytes to the TV Server managed C# code when _tsFilterInterface.PmtGetPMTData() is invoked. This can cause entries in the logs that look like "PROBLEM : descriptor lengths dont match x y" and potentially also cause issues with decrypting.
