0004009: Skin settings TVGuide tab should be disabled, not removed when no TVPlugin installed (1 Viewer)

At the moment the TVGuide tab in the skin settings dialog in the Configuration tool is hidden if the TVPlugin is not installed. We have a preference for presenting the tab always but having it's content disabled when the TVPlugin is not installed. Also a message should be displayed stating that since the TVPlugin is not installed the tab content is disabled.
