There are good reasons for cases where a textbox / label is not displayed using automatic scrolling, so that the user can control the position of the text and scroll it as needed.<br /> <br /> This is possible by using the mouse scroll wheel.<br /> This is NOT possible when navigating only with keyboard or remote.<br /> <br /> See screenshots for an example.
