In the TV Server config GUI, under TV Servers > [machinename]> TV Cards, the various cards are NOT re-ordered, despite allowing you to drag-n-drop them inbetween other list items.
Similarly, the column headers can be clicked with a visual depress, but the columns don't actually sort.
