There is no known problem with MediaPortal to do with sound levels, so I have to assume that it is something odd about your setup.

Could you please give us a few more clues so we have a better chance of guessing what the cause might be?

Fill in the Support Template for a start, and then describe how you have the sound setup.

Is the sound low for TV, MP3, DVD....?
What audio renderer and audio codec have you selected?
Are you using SPDIF or analog out?
How many channels? (stereo or 5.1)
    etc....etc...

The more information that you can provide, the better the chance is that we can determine the cause...

Those first two questions were the most important - we need to know what type of file you're playing and what audio codecs you're using. To find out what Media Portal says is being used, look in the Setup under TV, Movies and DVD at which Audio Decoder is selected (something like DScaler, FFDShow, etc).

I play mp3, mpg, avi files.

    Codecs in Movies:

    Video codec: none
    Audio codec: none
    Video renderer: Overlay
    Audio renderer: Default DirectSound Device

    Television:

    Video codec: Mpeg2Dec Filter
    Audio codec: MPEG/AC3/LPCM Audio Decoder
    Video renderer: Overlay
    Audio renderer: none

    DVD:

    Audio renderer: none
    Audio codec: MPEG/AC3/LPCM Audio Decoder
    Video codec: Mpeg2Dec Filter
    DVD Navigator: DVD Navigator
    Video renderer: Overlay

Firstly you need to select an audio renderer for all of them. Then change all of the Overlay to VMR9 Renderless. Then have a look at Nvidia purevideo decoder as it seems to be the best available in terms of quality, and then select that as the audio and video codecs (not the dvd navigator though, leave that as it is).

The exact difference I cant rememeber but its recommended you use Renderless. Windowless has problems (and for that reason its been removed from future versions).

Nvidia site you can get a trial version.

I have made the changes you suggested but there is no difference.
The sound is still lower then in other programs...
