Kernel/drivers interfaces with hardware should not have changed so much w.r.t Windows 7/8/8.1 (BDA and WDDM should be still supported) and also Win32 interfaces are still supported, so no big changes would be needed.
On the other side, this OS version does not longer contains WMC and it is a free upgrade of previous versions that contained it, so the number of possible users (and relevant donations) could be more than a valid reason for the effort eventually spent.
