I strongly suspect the issue is related to the chosen software encoders.

It might be better to pick matching encoders. For example ATI MPEG Audio Encoder + ATI MPEG Video Encoder, or InterVideo Audio Encoder + InterVideo Video Encoder. You can set the priorities for software encoders in TV Server Configuration -> General section -> Software Encoders tab.
Not all encoders work perfectly (or even at all) with all tuners. So, I recommend to try different settings there. Maybe ATI will be better... or maybe InterVideo... or Cyberlink... or whatever else you have got.
Also, make sure your frame rate setting in TV Server Configuration -> TV Servers section -> Analog AVerMedia H826 Hybrid TV Tuner sub-section -> Settings tab. Currently the log shows you're using:
