Possible solution: I had the same issue you describe here (Ceton ETH6 w/ Motorola CableCard and Tuning Adapter with Verizon). Everyone mentions disabling Firewall and I did that to no avail. I then saw the suggestion to disable Windows Defender temporarily and that worked. I was able to scan and it found all my channels. So definitely worth trying if you are experiencing a similar problem
