Autosize window mode to skin (breaks teletext) also breaks video (1 Viewer)

Normal installation of RC3 works great but if I enable "Autosize window mode to skin (breaks teletext)" there's no video anymore. Just a black screen (audio is working) in both My Video and Television.

I tried several different skins and they all got the same issue. I also had this problem in build 20372. I've used this setting for a long while and it's never been a problem until after build 20268.
