I guess that I am using the purevideo scaling for blowing DVB-T 576i up to 1280x720@50Hz or 1366x768@66Hz for my lcd tv. I realize that the result is never better than the source, but nevertheless I am not always satisfied with the results.

looks better than my scaling to 1920x1080

maybe you should try ffdshow (if your PC is strong enough)?

I think it is more a question of bad deinterlacing...
judging from the scene, i can imagine that is fast moving horizontal panning..

always difficult to deinterlace this kind of scenes..

anadtech once dit a comparison between ATI avivo and Purevideo, but it also has a lot of info on the problems and solutions to different deinterlcaing types..
http://www.anandtech.com/video/showdoc.aspx?i=2551

i don't think ffdshow is going to help, ffdshow was not designed to do deinternacing, Dscaler does this..
how is the deinternace setting in Mediaportal set? I'm not sure how these are supposed to work together with purevideo

Try setting deinterlace in MP config to none and then selecting VMR9 pixel adaptive from the pure video decoder's settings.
