Black screen for TV and recordings when not admin (1 Viewer)

I'm having a black screen when watching live TV or video as a normal user (no admin privileges). As an administrator, everything is fine...

I tested both LAV and PowerDVD codecs and even changed from EVR to VMR. No change.
