Can't modify Volume Settings (1 Viewer)

In Media-Portal configuration I can't modify Volume Settings - Scale (grayed out) on my PC running Win 7 N 64bit, but on my other PC running Win 7 32bit I can.
Is this what I should expect or is it a bug?
