cant open configuration (1 Viewer)

when ever i try to open the configuration program all i get is

application failed to initialize properly (0xc000007b)

i have done a search and it seems in the past people haven't had net framework installed, but i defiantly do and the configuration has been working in the past.

any help would be greatly appreciated.

have you tried double clicking on the executable instead of using a shortcut?

(yes I know it sounds dumb but I had a similar problem and it turned out to be the shortcut)
